I just called the two Walmarts in Flagstaff. While Walmart does not mind overnighting in their parking lots, the city of Flagstaff has an ordinance against it. The police may or may not enforce it. Staff member at the Walmart on the east side of town said he has seen RVs there in the morning when he comes in. So, essentially, overnight at your own risk of being kicked out.
Cops can't say anything about you parking overnight on private property like a WalMart. Parking there is no different than staying at a campground in Sedona, except they don't charge you anything for it.
