My anti sway hitch (the male part)that slides into the receiver, has two holes in it. Is it safe to use in the position that leaves it sticking out more? I want to be able to open my tailgate on the truck and it hits the nose of our Windjammer if I use the other hole.

Yes, it is a Reese Dual Cam. Sticker on the hitch head stating the different capacity/rating based on which hole is used.

I assume that there is only one rating given for the hitch and I would assume that this rating is met regardless of pin position.
if not, a serious liability would be taken by the mfr.

Well, your assumption would be wrong.

so you have a hitch that has different ratings based on the hole used?

Probably be fine but each hole changes the weight rating on the hitch. Further out the rating will drop. This should be marked on the hitch as well. Normally there is a sticker. This will also increase the fulcrum effect or unload some front axle weight.

This. On mine the most forward hole is for 1200lb, and the very back hole is for 1000lb.

also the more closer to the TV makes the TT track better, and sway less.

I had a hitch that had three holes in it spaced about 1 1/2 inch apart. As I recall I used the middle hole. I would assume any of them are safe. I would think they are there for making an adjustment such as you state. I'm sure others here will offer some advice based on their experiences.
