Here's my very logical, if not hypocritical, thinking:
1) If someone has a problem with my behavior, then I'd like them to come to me personally. I'm a very nice guy and I don't get upset at people who point out that I'm breaking the rules or upsetting them in some way. I'd rather not deal with the authorities on some minor thing.
I'd really like it if everyone took their problems directly to their neighbors first because I may be your neighbor one day.
2) If someone else is breaking the rules egregiously and it is affecting me, then I'd take it to management. They get paid to deal with these things. Unfortunately, if 30% of people react poorly, that's too much for me to take the risk of vandalism or physical violence.
The reality is that a lot of folks, if not the majority, are like me in this one regards. Remember, that they have a vested interest in you taking it to your neighbor personally even though they may not do that themselves. They are quite alright with you risking your personal safety because it could help them in the future.
