I tried knocking the lever down with just a stick and it would not move. I added a small hammer and it was still very difficult, but I was able to open the door.
When I disassembled it, I saw what had happened. The deadbolt rotor had a tensioner/clunk position indicator washer fixed to the rotor. Normally small bumps on the washer would just clunk into the slots around the plate hole. But the washer broke and pushed the washer pieces up into the slots locking the rotor. I completely removed the washer and the lock now works fine, just without the usual tension and clunk position indication.
