Got this response from Roadmaster, which covers the question. I made a bad assumption that the Evenbrake only activated when the RV brakes were applied.
"Yes sir, please keep in mind that the Even Brake has a built-in accelerometer and activates when both the motor home and dinghy vehicle are slowing down. If you would like the unit to not activate when the motor home is slowing down so quickly, then turn down the sensitivity down or adjust the front end of the Even Brake main box unit up about an 1/8" by letting out the two front legs.
