I was in Miami for Andrew, FEMA was distributing checks for $10,500 per household, and it was badly abused, some families with three generations and a half dozen cousins etc living in one house were applying for and receiving the money each. Folks with no insurance get relief in this manner.
This probably has at least a little "urban myth" behind it. I was a flood victim and the aid was nothing like what you describe.

No I was CG there at the time. But I bought a storm damaged house and rebuilt it in the Cutler Ridge area, and several neighbors were all telling that they themselves had done it, also the Local TV channels were airing stories on it.
There were a lot of large families there 10-12 or more living in one house and everyone over 18 applied and got checks supposedly. Data was not easily transferred and the areas from Roughly Kendall Rd to Homestead had no cell service for weeks and power and landlines were in some areas months, so they dealt with it with little to no verification.
