It's not a scooter and its not a golf cart, so there's probably no campground rules anywhere about using them!
Plenty of rules state "no unlicensed vehicles." That would cover it.

When we travel to different campgrounds, we use bicycles.

I didn't read this whole thread. I agree with the above statement. I understand it's different if you have mobility issues due to health problems. Walking is good exercise if you and the family learn to take walks together you will live longer, healthier lives, and save money on doctor bills and prescriptions. Your stress levels will be lower too. In fact jogging is not a bad option either.
