Yes, it will light and heat. Some steel tanks are lined with an anti-rust coating and that will be ruined. Aluminum tanks may not be lined, so other than possible warping, I do not know what damage would occur. The propane will be much worse I assume than the electric element as the element is not touching the tank, but the propane flame is.
I accidentally had the electric on all winter, but did not keep camper plugged in too often as solar was on roof, but did have it plugged in plenty long enough to find out... and when I put water in there were no leaks. I t was well after that until I realized the electric was on, when I tried running the AC off a gen and kept tripping the breaker with both AC and tank on.
When gas is on at least it makes noise.
