Been in law enforcement over 30 years in Calif. the first towed has to be a semi- trailer with a fifth wheel hitch if you want to tow doubles. I can promise the CHP who passed him wasn't a commercial enforcement officer ( the ones in the pick-ups). To tow doubles you also have to have a commercial drivers license. Not every officer on the road knows every applicable section that constitutes a violation.
You can go to 75 feet if you are towing with a tractor, and both trailers are 28.5 feet or less. There are some other exceptions over the 65 foot limit as well.

I have heard that the first trailer has to be a 5th wheel in Ca but all the regs just say trailer. Do you know where it says it has to be a 5th wheel?
Looks like non residents don't need a cdl if their state doesn't require one.
