And why, exactly, would you doubt that? A 3/4 ton Ford is easily rated for north of 20000lbs GCWR. They sell class-5 receivers rated for 17,000lbs or more these days. Draw-Tite (Or maybe Reese/Valley?) make a service vehicle hitch receiver that can be attached to almost any frame rails that is rated for 14,000lbs gross. They sell brake-buddies for toads.
Point is: The equipment is certainly out there and available.
As for the legality, I've seen various opinions offered over the years for California in particular, but can't recall seeing a definitive answer in the statutes with my own eyes that difinitively states it one way or the other.
