In general TH's have stronger frames and the axle placed farther back than typical TT's. Both of these attributes will help in this towing setup.

I would worry about the TH coupler rating and the ball mount and receiver on the TV being able to handle the load and hope they have been upgraded to 15K lbs or more to handle the combination. Hopefully the Jeep has a supplemental braking device to prevent jackknifing when decelerating in turns or on down slopes.

Most states that allow this type of towing require dissimilar hitches, fifth wheel then ball or pintle. I have seen this in our state as weel but it is illegal here.

You are right about the 65 foot maximum length limit. You may tow 2 trailers with bumper hitches, as long as they have sufficient strength capacity for your trailers...Meaning the hitch between your "Power Unit" (truck) and trailer #1 needs to be strong enough to pull both trailers. I am a truck driver and have seen this many times, normally it is a smallish boat they are towing behind the trailer. Believe it or not it is legal in almost every state as long as the combined weight is not over the CGVW of the tow vehicle. That said. It is not smart, towing doubles should be left to truck drivers. I can not tell you the number of accidents I have seen involving RVs of all sorts. Most of which were caused by a lack of experienced driving something of the size and weight of their RV rig.

I have heard that the first trailer has to be a 5th wheel in Ca but all the regs just say trailer. Do you know where it says it has to be a 5th wheel?

Looks like non residents don't need a cdl if their state doesn't require one.

To me the truck is way to small. Does not have enough braking for me.
Trailer frame not very strong to drag a 4000+# jeep.
Thinking also that the jeep weighs more than the TT.
