Your problem is you are in TX which has a Ins. Commission that sets rates but allows ins. companies to charge at the max rate set.
We had SD as state of residency.......Full timers insurance on our 5vr (same type of policy we had on our S&B house) was $850/yr.
We checked what ins. would be if we 'moved' to TX.......change of address only.
Ins. was going to be $1140/yr. Same policy, same coverage.....just change of address from SD to TX.
It's really hard to compare others rates as each policy is written on the individuals/vehicle/coverage/deductible/credit reports/driving history etc. etc.
We used National Interstate Ins.........specialize in RV coverage
BlueSky and Foremost are others.
You just need to get quotes for various ins.companies doing business in TX
