Germany's requirements work because you can get anywhere in their country without a car, which is impossible in most of the US. I see that on a lot of other forums, people from other countries who assume their way -must- work in the US. Well, if their ways have worked here, they would be adopted here.
What we need are fewer regulations not more. Instead, I personally think people should (and this is not a must) look at investing in drive cams. Enough people out there on the roads that will be happy to toss their cam footage up on YouTube for a DA or plaintiff attorney to look at, and it will put a serious damper on bad behavior.
If done right, the fear that someone texting and causing a wreck, with the video displayed in HD for all to see will do far more to stop the idiocy than almost any amount of laws passed would do, combined.
This isn't to say some of Germany's laws are bad. In fact, some should be used here, such as having the yellow light come on before a green so one can wake up and get ready, to having to have supplies and a first aid kit.
