I just saw a Youtube video on this park. My question is, are these parks only open to military personnel or can anyone stay there?

Here's a website with all of the RV parks that are on military bases. Gives contacts, hours, and reviews of the sites. It also lists who can use each one.

Authorized Users
Active, National Guard, Air Force Reserve, Retired military members, 100% DAV, and DoD civilians
Season: Year round
Reservations
Accepted 8 weeks in advance for Active Duty, 6 weeks for retiress, and 3 weeks for all others
Internet Access
Available at the base library or at  the Laughlin Manor
Mail Forwarding
Use base General Delivery -- USPS or establish a PO Box. FedEx and UPS are not accepted
Pet Information
Pets are allowed on a leash and owners must clean up after their pet
Max Stay
180 days. Active Duty members assigned to Laughlin AFB may request a waiver
