Round #1.
Liberally coat the handle with a heavy (dark) grease front & back.
Gently wipe off the front of the valve which faces "out".
If round #1 didn't work, you're ready for The REAL round "Number two"!
You may wish to skip #1 for the pure enjoyment of #2..:@
Time to decide who dumps on who (whom?)..:C
Get out your throw-away latex gloves -
Repeat #1 - with a dog dropping of appropriate consistency...:E

Since they are not in a compartment you would have to fabricate something. In the mean time consider taking the handles off, they unscrew, and coat the rod with grease. Maybe that will slow them down a bit.
