I'd like to believe that anyone who had to wait in a long line to dump would be sensitive to the situation when they're in front. But, I don't think people are programmed that way in this era of 'I Got Mine'. In fact, I think waiting long only justifies taking more time than you normally would, compounding the problem.
I see a service for RVers who weren't brought up to respect others. I'll go get an old pump truck (known locally as a Kucka Sucka) and cruise the campgrounds. I'd just have to careful not to suck out anyone's brains.
