When we lived in an apartment we bought a portable washer and a portable dryer. They worked very well - in fact more than 25 years later we still have the dryer in our basement (just in case the house dryer breaks). The washer did not last that long, but it lasted long enough. Both were small units and on wheels. The washer used a hose that connected to the kitchen sink faucet and drained into the kitchen sink(make sure you put a drain screen on that hose). Both plugged into regular house outlets. They were more than enough to wash and dry the weekly laundry for the two of us. And in the winter when the dryer was running you could turn down the thermostat in the room because it gave off plenty of heat.
