I can say there is no law on PEI (Canada). Just went thru the Highway Traffic Act, 183 pages, and not one mention of it. Only reference is bulk transportation of compressed gases and the proper signage on the vehicle.
We have ferries at one end of the Island. They hand you a tag to attach to your RV tanks indicating the are to be shut off before you board.
So on PEI you are free to leave your propane on. Bring your fire extinguisher (sarcasm).
