If it's an individual, again, call the county court clerk. You definitely need to get the title and a bill of sale before you leave. You will pay the lovely TN sales tax when you go to register the RV.
Purchased my class a in TN. Showed my SD drivers license and was given a temporary plate good for 30 days. Paid no sales tax or vehicle tag in TN. Drove to SD and paid all taxes there. Bill of sale given on the spot. Title was mailed to me within a week. I got a copy on the purchase date, when my cashier check cash title was sent to me. This was through a dealer. Did the same with my toad. Purchased in GA. No problem.
