Sometimes you can get stuck behind one of them with no possibility of getting around them when traffic is heavy.
We've had some drivers think it's funny to stick a life-like dummy in the passenger seat and drive in the HOV lane. The cops seem to spot them okay but not the slow-pokes. Haven't seen an RV in an HOV lane yet tho. :)
I'm not sure I understand your post.
So people in the HOV lanes are required to drive faster than the speed limit?
