yes i understand home owners getting frustrated
of course the OP did not put that in his post
I would rather see somebody in an RV moving from place to place, if it and the areas is keep clean, than under the bushes in the city park or river bed
L.A. has lots of abandon cars , many of them set for months
calling the city to get them towed, does nothing,
they give it a ticket and then another one, then tow after its been booted
