Securing a cargo trailer?

I'm planning to go to a "B" van for general RV-ing. This can be parked in town. However, when camping at a site for a festival, I plan to bring along a small single-axle cargo trailer. On the fairegrounds, it is well protected, but on the off-season, I'm thinking of storing it in town (trailers can't be stored in driveways, and I have no backyard ingress to move it there.) In the city some additional security would be needed. I'm looking at doing the following for precautions, which are very similar to what an acquaintance does with his trailer when he stores his:

1: Usual padlock through the latch and a lock on the tongue.

2: Pulling the wheels off and storing them in an adjacent storage unit, replacing the wheels with "locking winter wheels" from the UK. This is better than wheel locks because even if a thief has a cordless grinder to grind off the plate protecting the lug nuts, there are still wheels needed in order for the trailer to be towed.

3: With permission from the property owner, sinking a flush ground anchor and using a security chain underneath to tie that to the axle and frame underneath.

My main concern is not someone breaking in as much as the trailer being swiped for meth lab duty. Is this overkill, or should this do the job in the off-season at an urban storage lot?
