The cheap pressed sheet metal they call a frame really isn't. take a look at how the tow bar is attached you'll understand.
Not sure about the JK but if mine ever tore out of the frame it would take out the entire front bumper and power steering box I have a 1999 TJ with Road Master hidden base plates.
Question how did you repair the frame when your brackets tore out the first time?
My thoughts are that you did not have the base plates mounted proper.
