Most states have laws in place now that one must move to another lane (if possible) or slow down when passing stopped emergency or maintenance vehicles. And I see many that now do the same thing for any vehicle on the road shoulder, which is a good thing.
Several years ago when I was still on the job, I stopped to help a young couple with a flat tire. I turned on my overhead lights and their car as well as mine were well off the roadway. While changing the tire, a passing car veered off the roadway and slammed into the back of my patrol car which then hit the young couples car knocking it off the jack and trapped my arm underneath. I got away with just a minor cut and bad bruise. The guy that hit my car did not fare as well. His blood alcohol level was nearly 3 times the legal limit.
