The only things that make it a 1400lb hitch are the WD bars and the inserts in the hitch head - both easily replaceable.
The Hensley will "do its' thing" regardless of how much the WD bars are drawn up so, even if it is rated for 1400lbs doesn't mean you have to use all that much. You would just crank up the jacks until you got the WD you need.
I re-built my hitch a few years ago and you can read about it and see the various parts involved
here. There really is not much of anything to go wrong and the few wear items are easily replaced. That gold looking piece in the first photo is the insert for the 1400lb WD bars. It is removed and replaced easily by taking off the bolt and nut you can see there and pulling it out.
I would download the
Hensley installation manual to make sure you have all the required parts in the hitch you are looking at buying. Prices usually range from less than $1000 to around $1500 for used ones. I have purchased two used ones for both of my sons and they were $1000 each.
