Bad check valve, or is there a valve in the bypass system that is in the wrong position? It can get confusing?
Are you getting pressurized water coming out the pressure vent valve on the outside of the water heater? This would indicate that you are getting pressure into the tank, and that the "out" line is plugged or a valve is shut.
When testing, make sure the water heater isn't on, to avoid getting burned.
