I'm not sure how the cap and trade works. But here in Pa, a few years ago, our legislature passed a 28 cents a gallon increase in the franchise tax for oil dealers. They made the same argument that maybe they wouldn't pass it on to consumers. As a business owner, I can tell you and increases in my cost of business are altimately paid by the customer. And in Pa, the franchise tax was also passed on to the customer at the pump. So we have one of the highest gas taxes in the nation.To top it off, we were told all of the increase would go to fix roads and bridges. We now have found out that a good portion of it goes to fund the state police! Maybe I should be shocked and appalled that our politicians lied to us. But I'm not.

CA gas tax is not way out of line with others.

What is out of line is the individual towns and cities tacking on their own sales tax rate.

Not the governor's fault.

The state of GA has a homestead exemption (can't remember the name of it) where the value with which our property taxes are based is the value of our home the day we filed for the exemption. If our home one day is worth 500,000, it will only ever be taxed based on the 177,000 it was accessed at back in 2006. Property taxes on our 2,000 sq ft home are $1,400 for 2016.

Plus, our gas is $2.15/gallon for regular, diesel is around $2.40/gallon.

Yeah ... however our ~39 year old home is now worth ~15 times what we paid for it but our assessed evaluation for property tax purposes is only ~2.5 times what we paid for it.

P.S. We pay around $2.60/gal for our gas - any extra cost of which over other states is vastly exceeded by our yearly savings over other states in property taxes. ;)

The end purchaser/user ALWAYS pays the entire cost of any governmental agencies imposed mandates/taxes/programs plus all cost + markup the manufacturer, suppliers, and warehousing/distribution entities experience as none of these before something is customer purchased print there own needed money. It ALL comes from you the customer. Just a further explanation of westernrvparkowner's post.

CA Fuel Taxes broken down:


39 cents for excise tax
30-42 cents for sales tax
10 cents for cap and trade “fee”—tax on a tax
18.4 cents federal excise tax

That is $.0974 to $1.004 in 'taxes' per gallon in 'Taxifornia'
