How good a driver is (measured by his driving skills) has nothing to do with where he's from. EVERY state has good ones and bad ones.
Pretty easy to tell one from the other, just watch WHERE they drive in relationship to the lanes they're driving in. If they can't handle something as simple as maintaining their vehicles in a single driving lane they CAN'T be very good.
