Our experience is just the opposite. We find that the noise makers are more often found in the State Parks, at least on the weekends. We try to avoid State Parks on the weekends if we can.

I hold a different view on this: Maybe Japanese culture enjoys adult freedom ... while in the U.S. an increasing number intepret freedom as meaning they can behave like a spoiled brat. :h
