It is not always the agency's fault for poor implementation of "good rules". Without sufficient funding to implement the "good rules", the "good rules" are worthless. These things should be made law/regulation with ALL of the necessary funding for implementation and continuing enforcement; if the implementation and continuing enforment cannot be afforded (or won't be funded) then don't pass the law/regulation.
