Ugh....watched video. It said 20 of 28 dogs left in a ten by ten room were dead. Apparently many of them were left loose.
I didn't see any chihuahuas in the bunch. That's about the only size you could reasonably put 28 of in a ten by ten room.
Love him or hate him on other levels, Arpaio is a dog lover and I think they should not be expecting his department to take this lightly.
