The description of the power dropping out... then coming back on its own sounds like a self-resetting circuit breaker might be a part of this circuit. When too much current is drawn, they heat up and open (break) the circuit, just like a regular circuit breaker. However, the self-resetting kind will close (re-enable) the circuit once they have had time to cool off. If the problem is gone by that time, everything returns to normal. However, if the problem condition remains the power will continue to cycle on and off. (You did not describe any cycling behavior.)
I wonder if there might be a temporary short in your light switch when you first turn on the lights. Does this problem occur with several different light switches or just one?
