I'm meticulous about checking voltage under load before I plug in. The lowest I've seen since 2000 is 100 volts. That is easily fixed with an autoformer.
Since actual power is affected by the square of the voltage drop here are some numbers
120 volts = 14,400
100 volts = 10,000
10,000 / 14400 = 31% loss of power.
So an EV might take about 1/3 longer to charge.
Since I could survive on level 1 charging, it makes no difference to me.
