Your words could be exactly my words. Paper it Over and It'll Look Good. That's what I saw when we implemented ISO where I worked.
There are a few "titles" that carry some weight, like MD, JD, CPA. Then those little one-week seminars that let you tack three letters after your name. I find the ones with email signatures containing a half dozen or more of those to be the Least Competent, the Least Committed, the Least Effective people in the shop.
