That is a manual model- I have the same one sitting on my back porch, the reason being it doesn't need a battery to operate (just to light the first time). You have to push in the bottom button until it lights, hold it for 15 seconds after lighting. This button opens the safety valve, the thermocouple heats up and keeps it open.
Also make sure the gas thermostat knob is set at 5 or above.
