I bought a ratcheting tool from Lowes for around $40- it works great for crimping but doesn't remove. It's a LOT handier than the pex crimp tool I have.
FWIW, I use a dremel or plain hacksaw on the pex rings- but cut diagonally, and don't go all the way through, rather cut a deep slot and pop it open with a flat screwdriver. You don't risk damage to the tubing this way.
