I believe most fuel gauges read full when grounded so I would think you may have a short somewhere. If you can reach the wire that connects to the gauge you can measure its resistance to ground see if it is shorted. There are usally two wires to the gauge. Voltage and a path to the sending unit. If you ground the wire to the sending unit it should read full, hence my belief that wire may be shorted.
