Got my new (used) batteries!! Now, how do I rejuvenate them?

I've got 2 of them that are that low :(. The other charged normally, but would not take much.

Is it a coincidence that these are the 2 that were the highest after storage? Neither gained much from charging.

Is it a waste of time to test them?
