One possible way to isolate if it's the bulb or the socket/wiring is to swap bulbs between the two taillights and seeing if the problem moves or stays. Apologies if you've tried that already.
It kind of sounds like a poor connection to me, possibly corrosion in the socket or a loose wire/ground or that sort of thing. I could be all wrong, of course.
