I agree that hot water does not freeze faster than cold water, however, I know the theory as to why they think it happens.
They think that the heat from the water sets up a convection current of air above the hot water, you know, heat rises, therefore creating its own wind current to carry away the heat, thereby cooling down the water faster.
Even if that actually occurred, which I doubt, what they fail to realize is that when the hot water gets to the same temperature at which the cold water started (which takes a period of time), the convection current of air stops, thereby freezing the water at the same rate as the cold water did from the start.
