Does this happen on either tanks? It could be a bad OPD valve in tank.
Are you shutting tanks off between uses? If yes, an appliance could be leaking.
And yes it could be a bad two stage regulator.
Happens on both tanks. Not shutting off tanks, and is independent of fills or switch overs
