They had put mud inside the blower motor in our case and it was hard to turn it but after it moved a little I went back and forth by hand until the dirt all crunched up and would spin freely. It was a one time thing so far when we first got it in 2007 and has not happened again even though it is still setting parked near our house when not in use.
