If you can adjust the valve in the back of the toilet I would do so. If you are talking about the flush valve and you cannot adjust it , I would add a valve in the line to the toilet. You can use it to adjust the flow of water into the toilet. It can also be used as a shut off valve if the toilet or the flush valve leaks.
