This does not strike me as a typical cone washer.

Yeah - been to HD. Nothing like this. Mostly flat washers. I will check out ACE.

I had a old shower faucet freeze in a house I was remodeling.
I thought I was going to buy a new faucet. I stopped at an Ace hardware store, They ordered the (odd) part I needed and I had it in two days.
There is a lot of stuff available out there, you just need to look and ask.

Looks like a conventional cone washer. I'd suggest to try a hardware store.

I'd go visit the oldest plumbing store within reasonable distance to see what they have. Have you also been to Lowes and HD to look through their selections?
