You should try towing with a 98 12V for a while. My wife and I are thrilled at how we can actually carry on a conversation at ANY time in our 15 LongHorn dually towing a combined 33K.
At below 1100rpm in 2nd the trailer brakes along with the truck brakes should be working well enough as to not be an issue.
