The same reason why they went with a CP3 common rail over the P-pump or VP-44. Emissions.
The CP3 is not capable of pressurizing the fuel as high as the CP4. As I said several months ago, Cummins will have to go to a CP4 pump to increase its power output and meet emissions because you will need pressure in excess of 29k psi to do both at the same time. They can increase power with the CP3 since it can easily handle up to around 650 rwhp in the 6.7L, but you cannot do that and meet emissions. - 4x4ordExplorer III
