"Crazy" being an opinion, a subjective term, not meaning it's bad, just very different and unusual. But 13K is very light for a trailer with air brakes. Most air brake trailers I've seen are 25K plus GVWR. It had to be a little pricey to set up that pickup to control and supply air brakes.
It is a custom build, manufacturer builds only Off Road Caravans and went for full air brake
