This is what my manual says on the GM's I've owned and with custom Alcoa wheels it means a total dismount and remount.
Cost me $80, I had a bad belt on a front so they rotated that to the inner passenger side.
Looks to me like the previous owner would buy 4 new tires and put the best 2 of the 6 on the inners.
