It's not a good thing, but it is what it is these days.
It's oxygen depleted and recirculated for one reason, less oxygen in the compression chamber eliminates the NOx component in the exhaust stream, one of the pollutants emitted out the tail pipe. Less NOx means less Ozone in lower layers of the atmosphere. Lowering the effective compression ratio by having a flapper to regulate air input on a diesel engine also lowers the effective burn temperature.
