Not knowing the service history of this truck here's what I would do:
2. Fuel filter change (Using a Motorcraft fuel filter)
There are actually 2 fuel filters, one on the frame under the driver's seat and one under the hood. Both come in the box when you buy the filters. They aren't cheap--$70 or so from Ford. As I mentioned they are easy to change tho. The frame mounted filter needs a 1 1/4 socket on a cheater bar. And the under the hood filter has two squeeze clips to pull off the fuel lines and you'll need an 8 mm socket to release the filter. You just replace the whole thing--housing and all.
